Jackson (forthcoming) suggests that hybridization, as opposed to simple imitation of the exogenous, is the usual outcome of attempts at ‘borrowing’ institutions, even under extreme periods of transition, such as Germany or Japan under post-war occupation. Other researches (Ferrera, Hemerijck, and Rhodes (2000); Hemerijck, and Schludi (2000)) have shown the power of hybrid cases in achieving important reforms in welfare state organization—for example in recent changes in the Danish, Dutch and Irish cases (Ferrera and Hemerijck 2003).

To change an institution requires changing its governance. For a similar approach, which also considers the implications of changes in governance for path dependence theory, see Magnusson (2001).
